Your reach is how far you can physically extend a part of your body to make an unarmed attack, or the farthest distance you can reach with a melee weapon. This is typically 5 feet, but special weapons and larger creatures have longer reaches. Your range is how far away you can attack with a ranged weapon or with some types of magical attacks. Different weapons and magical attacks have different maximum ranges, and ranged weapons get less effective as you exceed their range increments.
Striking multiple times in a turn has diminishing returns. The multiple attack penalty detailed on page applies to each attack after the first, whether those attacks are Strikes, special attacks like the Grapple action of the Athletics skill, or spell attack rolls. Damage Types Damage has a number of different types and categories, which are described below. Physical Damage Damage dealt by weapons, many physical hazards, and a handful of spells is collectively called physical damage.
The main types of physical damage are bludgeoning, piercing, and slashing. Bludgeoning damage comes from weapons and hazards that deal blunt-force trauma, like a hit from a club or being dashed against rocks. Piercing damage is dealt from stabs and punctures, whether from a dragon's fangs or the thrust of a spear. Slashing damage is delivered by a cut, be it the swing of the sword or the blow from a scythe blades trap. Ghosts and other incorporeal creatures have a high resistance to physical attacks that aren't magical attacks that lack the magical trait.
Furthermore, most incorporeal creatures have additional, though lower, resistance to magical physical damage such as damage dealt from a mace with the magic trait and most other damage types. Energy Damage Many spells and other magical effects deal energy damage. Energy damage is also dealt from effects in the world, such as the biting cold of a blizzard to a raging forest fire. The main types of energy damage are acid, cold, electricity, fire, and sonic.
Acid damage can be delivered by gases, liquids, and certain solids that dissolve flesh, and sometimes by harder materials. Cold damage freezes material by way of contact with chilling gases and ice.
Electricity damage comes from the discharge of powerful lightning and sparks. Fire damage burns through heat and combustion. Sonic damage assaults matter with high-frequency vibration and sound waves. Many times, you deal energy damage by casting magic spells, and doing so is often useful against creatures that have immunities or resistances to physical damage.
Two special types of energy damage specifically target the living and the undead. Positive damage harms only undead creatures, withering undead bodies and disrupting incorporeal undead. Elves are untrustworthy merchants and halflings are cannibals. New PC races include muls half-dwarves and thri-kreen insect men add to the setting's uniqueness. The campaign setting of Dark Sun is played on the fictional planet Athas.
Novels and source books largely take place in the Tyr Region, though other areas are described for play. The exact landmass configuration of the planet or the existence of other continents is unknown.
Athas is a devastated world, the result of magic run amok. Most of Athas is an empty desert, interrupted by a handful of corrupt city states controlled by power-mad sorcerer-kings and their spell-wielding lackeys. The brutal climate and the oppressive rule of the sorcerer-kings have created a corrupt, bloodthirsty, and desperate culture that leaves little room for chivalric virtues common to fantasy settings hence why paladins are excluded.
As rain falls only once per decade in some areas, water is more precious than gold. Due to the scarcity of natural resources, few wizards have access to books made of paper pages and hard covers; instead, they record their spells with string patterns and complex knots.
Metal is also rare, affecting both the economy and the quality of equipment. The ceramic coin, made from clay and glazed in various colors, is the primary medium of exchange, worth about a hundredth of a gold piece. Weapons typically consist of obsidian, bone, and wood, and are prone to breaking.
Only a single dragon exists in all of Athas, a monstrosity whose appearance heralds disasters of catastrophic proportions. Arcane magic draws its power from the life force of plants or living creatures, with the potential to cause tremendous harm to the environment. As a result, wizards and other arcane casters are despised and must practice in secret. Psionics are extremely common with nearly every living thing having at least a modicum of psionic ability. Due to a scarcity of metal, weapons and armor are made from natural materials such as bone, stone, wood, carapace or obsidian.
Athas has no deities and no formal religions other than the cults created by the sorcerer-kings. Dark Sun's extensive metaplot spans several fictional ages into its past and is described by a fictional narrator called the Wanderer who presents an in-game account of Athas's history in their Wanderer's Journal.
According to this account the planet progressed through several ages roughly corresponding to the color of the sun and the state of the planet. The Wanderer's Journal begins with the Edenic Blue Age when Athas was once covered with a vast body of life-giving water under a blue sun.
Halflings ruled Athas during this time, building a powerful civilization. They were nature-masters and life-shapers, able to produce anything they needed by manipulating the principles of nature itself. The age came to an end by accident.
The experiment failed, however, instead choking the sea with a toxic brown tide that spread across the waters, killing everything it touched.
The Wanderer's Journal claims that the Green Age began approximately 14, years before the setting's starting period. The light of the Pristine Tower burned away the brown tide but also changed the planet.
The sun changed from blue to yellow. The endless sea receded, revealing a verdant world of plant life. The halflings' civilization came to an end and most of them withdrew from the world and spiraled into savagery. The last of the nature-masters transformed themselves into new races, becoming humans, demihumans, and other humanoids that repopulated the world and built new civilizations.
Due to mutations caused by the power of the Pristine Tower, the new people of Athas discovered they were gifted with myriad psionic powers. Soon a high standard of living was achieved for those dwelling in the cities supported by wonders created with psionics.
Among the new races were a rare and powerful race known as the pyreens. One of their number, Rajaatwould bring about sweeping changes to Athas. Rajaat discovered magic eight thousand years before the current age. Seeking more power he took possession of the Pristine Tower. Here he mastered this new force and developed two distinct ways; one that preserved nature, known as preserving, and one that exploited it, known as defiling. He taught preserving magic to the public but secretly selected fifteen human students with a potential for both psionics and magic for a darker purpose.
Using the power of the Pristine Tower to harness the energy of the yellow sun, he transformed these fifteen into his Champions. Besides their native psionic powers and defiling magic, they were imbued with immortality and the ability to draw magical energy from living creatures through the use of obsidian orbs. The process of creating the Champions turned the sun from yellow to red. Rajaat's ultimate desire was to exterminate all races except the halflings and return Athas to the splendor of the Blue Age.
The unbridled use of defiling magic unleashed by Rajaat and his Champions during the wars desolated the land, turning much of it into a savage, desert wasteland under a burning crimson sun.
The struggles would have continued to completion had the Champions not discovered that Rajaat's true plans did not include their survival. With Rajaat imprisoned, the former Champions renamed themselves Sorcerer-Kings and despotically divided up the surviving city-states among themselves. His escape would spell doom for all of them, so the former Champions selected Borys as Rajaat's warden. As warden, Borys would need to be transformed into a true dragon, a creature nearly unheard of in the setting, in order to be able to cast the spells required to maintain Rajaat's prison.
The ritual that transformed Borys into a dragon caused him to go mad and embark on a century-long defiling rampage. The defiling during the Cleansing War had been substantial, but Borys's rampage was the tipping point that turned Athas into a hellish desert. Dark Sun's second edition metaplot was advanced through its novels and adventure modules. During this era TSR began to expand metaplots in other settings, such as Forgotten Realmsbut Dark Sun pioneered the matching of fiction and adventure modules to engender and advance metaplots.
These city-states tightly control the few remaining reservoirs of fresh water, the food supply, and other precious resources such as obsidian or iron. The culmination of the tangled metaplot was summarized in Beyond The Prism Pentad in preparation for the release of the revised and expanded boxed setreleased a few months later, which presented the setting after the events of the modules and novels.
Some advances in the metaplot were controversial among fans as releases such as Mind Lords of the Last Sea and Windriders of the Jagged Cliffs explicitly introduced more science fiction elements, such as the lifeshaping magics of the halflings, that had previously only been hinted at.
At the point the source material lays out for play the beginning of the Age of Heroes when the sorcerer-king's hold on the Tyr Region has recently been challenged with the assassination of Kalak of Tyr in a slave rebellion led by Rikus, Agis, Neeva, Tithian, and Sadira. Over the course of the adventure modules and the novels the metaplot advances radically, changing the Tyr Region with Rikus, Agis, Neeva, Tithian, and Sadira from the novelsor the player characters at the center of the changes.
Sadira becomes the first sun-wizard through the use of the Pristine Tower, putting her at a level of power equal to the sorcerer-kings. Tithian uses the Dark Lens to free Rajaat, believing he will be transformed into a sorcerer-king as a reward. Several sorcerer-kings are lost or destroyed during the ensuing battle with Rajaat.
Andropinis is imprisoned in the Black while Tectuktitlay is killed. Rajaat is ultimately vanquished by Sadira using the Dark Lens as a focus for a spell that burns away Rajaat's shadow, the source of his tremendous power. This spell also causes a tremendous earthquake creating the Great Rift, a passage to the previously unknown Crimson Savannah and the alien Kreen Empire.
The Revised and Expanded boxed set released in begins at this point with the destabilization of the Tyr Region's political power structure. The wake of the creation of the Cerulean Storm and the earthquake that caused the Great Rift results in powerful storms and destructive aftershocks. In MayDavid Noonan wrote a brief update for the setting for the 3rd edition rules.
India had a culture of protecting and guarding the forests and it was a social responsibility of the individuals as well as the rulers to maintain and protect them. And, that India had a culture of worshipping glory. Till the inception of the British colonial period the forest were protected by the tribal people but during the British period the forest were used as the matter of revenue extraction and not as natural resources.
Many forests were destroyed in the name of agriculture and the need for more land for cultivation. Later on, forests were extensively cut to meet the needs of timber for ship building, iron smelting and tanning. British Rule in India was virtually a period in which forests were vastly damaged and destroyed and the vegetation cover started shrinking. To, serve the imperial cause, the forest act was enacted in and the forest department was established.
The main purpose of this act was to facilitate the acquisition of the Indian forest areas to supply timber for railways and to establish the claim of the state on the forest land. But, the Act did not have provisions to protect the existing rights of the people living in the forests. Basically this Act Forest Rules Divine meant to regulate forest exploitation, and the management and preservation of forest resources.
Soon, it was found that the provisions of the Act were not effective as it lacked deterrent punishment and gave only meager powers to the forest officers. Therefore, after a great debate, a new forest act was passed in which claimed absolute control and ownership rights of the state on forests. It also recognized the rights of the nomads of the forests and of other nearby dwellers in various areas. Such rights included the rights of the villagers in Himalayan region, tribals in Chhattisgarh, Santhals in midnapore, Bhil in Rajasthan and other north-eastern Areas.
The first effort to regulate the Forest Rules Divine forests began in South India. Ina commission was appointed to enquire into the availability of teak in the Malabar forests. Subsequently, ina Forest Committee was constituted to access the capacity of forests. It found that the more accessible forests had been over-worked .
As soon as Brandis was appointed as Inspector General of Forests, Cleghorn was deputed to assist him. They were responsible for the development of methodological system of forest management in the early stages. They realized the necessity for separate forest enactment not only for affording protection to the forests but also for bringing them under proper management with adequate authority vested in the officers of the forest department for the purpose.
In the first Indian Forest Act was passed. It came into effect on 1 May The Act empowered the Government to declare any land covered with trees as Government forests and to issue rules for conserving them.
This was the first attempt at forest legislation by the British in India. But the Indian Forest Act was not extended to Madras presidency mainly on account of the attitude of the Board of Revenue. It held that the villagers had the rights over Forest Rules Divine forests Forest Rules Divine forests could not be established as the absolute property of the State . A revised Indian Forest Act was passed in and was extended to all provinces of British India with the exception of Madras and some other areas.
This Act aimed at improving on the inadequacies of the Indian Forest Act of This Act classified the forests into reserved forests, protected forests and village forests.
Forest Rules Divine rights of the people over forest lands and produce in the reserved and protected forests were restricted and regulated by this Act. It empowered the Government to exercise control over the forests. To make forest laws more effective and to improve the forest Act,a new comprehensive Forest Act was passed in which repealed all previous laws. The Act consists of 86 sections divided into 13 chapters. The main objects of the Act are. Many states have passed various Acts to take over the private forests from the private owner.
But the concerned authority under this act has authority has a right to confiscate articles before guilty is completely established. It has also been made clear that the provisions of section and of the Criminal procedure code of relating to search and seizure shall be applicable to the act as well .
It also made several provisions for imposition of duty on timber which later on became a source of revenue to the Government. The Indian Forest Act, contained all the major provisions of the earlier Act. Once the Forest Settlement Officer settles all the rights either by admitting them or rejecting them, as per the provisions of the Act, and has heard appeals, if any, and settled the same, all the rights with the said piece of land, with or without alteration or modification of boundaries, vest with the State Government.
Thereafter, the State Government issues notification under section 20 of the Indian Forest Act, declaring that piece of land to be a Reserved Forest. A Village forest is different from a Forest Village. Though many a times both terms are used interchangeably, both are different in their meaning. While village forest is a legal category under the Indian Forest Act forest village is merely an administrative category.
Although forest village is recognized as a forest department, the revenue benefits cannot accrue to such villages as they are not technically under the revenue departments . There is another type of forests known as Non-government Forests. Though this category is not expressly termed as a separate category, it is dealt with in Chapter V of the Act.
It covers the forests and land not being in control of the government. The State government can, by notification, regulate or prohibit the breaking up or clearing of land for cultivation, the pasture for cattle or the firing or clearing of vegetation to protect against storms, winds, rolling stones, floods and avalanches, to preserve soil from erosion, to maintain water supply in springs, rivers and tanks, to protect roads, bridges, railway, lines of communication and to preserve public health.
A deep investigation of the act reveals that the act never aimed to protect the vegetation cover of India but was passed to Moreover, it also deprived the nomads and the tribal people of their age old rights and privileges to use the forests and forests produce.
It mainly aimed at supplying raw material for forest based industries. Forest was accepted as a significant factor in eco-balance and environmental preservation.
It is necessary to point out here that revenue oriented attitude towards the forest has continued even after independence. Therefore, this act of failed miserably to protect the forest from unscientific and unplanned exploitation .
These forest dwellers living there for generations were not given any right over the forest land and forest produce. Rather Forests were declared to be the property of the government and in case of disputes the Forest settlement officer has all the right to decide the claim. Inthe Parliament, in response to the rapid decline in the forest covers in India, and also to fulfill the Constitutional obligation under Article A, enacted a new legislation called the Forest Rules Divine Conservation Act, Deforestation causes ecological imbalance and leads to environmental deterioration .
With a view to check further deforestation, the President promulgated the Forest Conservation Ordinance, on the October 25, The Ordinance made the prior approval of the Central Government necessary for de-reservation of reserved forest and for use of forest land for non-forest purposes.
